The client and the business model

People Cloud Inc. is a Japanese company founded in May 2023, headquartered in Izumo City, Shimane Prefecture. Backed by SAMI Japan, Monster Lab Omnibus, the City of Izumo and Shimane Chuo Shinkin Bank, it sits at the intersection of regional development and the global technology talent market.

People Cloud runs two connected businesses: "hello, yaponiya!", a placement service introducing high-skilled Eastern European IT specialists to Japanese companies, and "Izumonomad", a coworking hub by Izumo station.

Its strategic thesis: skilled people attract companies, and companies attract more people — building a sustainable cross-border talent pipeline between Ukraine and Japan. The entire model depends on one thing: the talent pool must be credible and investment-ready in the eyes of Japanese employers.

Before the program, the cohort of Ukrainian IT and product specialists faced three high-impact gaps. Together, these weren't a learning problem — they were a business risk that slowed matching, weakened the value proposition to Japanese partners, and stalled the pipeline.

Zero new tooling required
